Effect: Re-sample, Change playback-rate

Description of parameters:

Re-sample to other samplerate: This will change the samplerate without changing the pitch / speed of the sample, but it may affect the frequency span.

Change playback rate: The waveform will be considered to have a different samplerate. This affects the pitch and speed of the sample.
